The recent fraud detected in state-run Punjab National Bank has triggered crisis in the banking industry. The USD 1.77 billion (about Rs 11,400 crore) scam in PNB involves billionaire jeweler Nirav Modi allegedly acquiring fraudulent letters of undertaking (LoUs) from a branch in Mumbai to secure overseas credit from other Indian lenders. Nirav Modi and Gitanjali Gems Chairman and Managing director, Mehul Choksi, who are the main accused in the scam left India in January. Amid swindling of thousands of crores of rupees involving Punjab National Bank and a billionaire jeweller fleeing the country thereafter, there are also stories of repayment of loan posthumously.

We are talking about former prime minister Lal Bahadur Shastri who had taken a loan of Rs 5,000 from PNB. The loan amount was later paid by Shastri's wife in the following years of his death in Tashkent. We shall have some time to listen what Shastri had done with PNB.
Lal Bahadur Shastri was the 2nd Prime Minister of India who died on 11 January 1966, Tashkent, Uzbekistan. He led the country during the Indo-Pakistan War of 1965. His slogan of "Jai Jawan Jai Kisan" ("Hail the soldier, Hail the farmer") became very popular during the war and is remembered even today.[when?] The war formally ended with the Tashkent Agreement on 10 January 1966; he died the following day, still in Tashkent, the cause of death was said to be a heart attack but there are various reasons to think that it was a planned murder. He was a simple man with a simple life style. He was regular in paying his travelling expenses and never depended on the government for the same. He had never allowed his family members to use anything which are meant for only the PM to use.
There is one of the incidents from his life narrated here. When he was in the office as a prime minister his children  [Anil ShastriSunil Shastri, Hai Krishna Shastri, Ashok Shastri, Kusum Shastri, Susan Shastri, Hari Shastri] used horse cart to go to school every day. Prime Minster strictly warned his family member not to use any belonging, especially vehicle meant only for PM to use. One day, when Shastri was not at home, his children used his car to go to school. When Shastri heard this, he was angry over the mistake committed by his children, and thought of buying a vehicle for hem to use.
Later he enquired about fiat car. Recalling the instance, Shastri's son and former Union Minister Anil Kumar Shastri had once told a newspaper that the PM did not own a car though the family members had been pestering him for one. He told his secretary to find out how much a Fiat car cost. The price was found to be Rs. (₹) 12,000. But Shastri had only Rs (₹) 7,000 in the bank. He applied to PNB bank for a loan of Rs.(₹) 5,000, which was sanctioned in less than two hours. Shastri promptly summoned the bank officer who had sanctioned the loan to his office to inquire if the bank was equally prompt in sanctioning loans to other people. He advised the officer to be prompt in meeting the requirement of the bank’s customers, recalled Anil Shastri. Shastri passed away before he could pay back the loan. After his death the bank asked his wife, Lalita Shastri for the repayment of the loan, which she repaid from the family (widow pension) pension.

The 1964 model Fiat bearing number DLE 6 was cream coloured. It is now exhibited in Delhi's Lal Bahadur Shastri Memorial at 1, Motilal Nehru Marg. The fiat car still stands at his home, reminding of the era of a different breed of men.
After hearing this small story, we shall answer the question, who is the  true chowkidar of India? To know the relevance of this question we should also know the context of this usage. It was used by the present PM of India (video attached). The difference is that the later proposed it, but Sharstri had already proved in his life. That's is why Shastri is a Mr. Perfect PM of India. It is always easy to speak, but hard to practice. CHOWKIDAR is a designation given to the employees who take guard of anything, including institutions, people and to some extent law and order. Police in my native tongue (Malayalam) is considered to be the guardian of Nyaya (truth) and Palaka (protector) = Nyayapalaka ( protector of truth) that is, chowkidar of Nyaya. Therefore, we shall come back to the term Chowkidar and evaluate before making a conclusion. who is privileged to be called so. Let us have a close analysis.

What did Modi address himself, in a pre-electoral speech to the general public?

Is he doing what he has promised?
If it is yes, you may have your own reasons to say so, if not so, also you may have substantial reasons to support your conviction.
Still, we shall go through some of the Appearances of Mr. Narendra Modi as the honorable PM, India:

HIS CARS - 1. An armoured, bullet-proof Range Rover Sport. 2. Black British SUV, an armoured BMW 7-Series – was particularly stifling, but tall, imposing, all-black SUVs are after all, the flavour of the season.[1]

HIS PEN - The ‘pen’ which PM Modi uses has been found listed on Amazon India costing Rs 1,30,000/- (Because Modi is the most stylish politician of the world. Despite being a self-proclaimed ‘Fakeer’ and a ‘chai wala’, chowkidar, he enjoys a king-sized life style).[2]

HIS GLASS -  he uses Oakley OX3122 Keel glasses[3] (Oakley OX3122 KEEL 312201 Black Men Eyeglasses begins with ₹ 11,251 according to the price given at SmartBuyGlasses.co.in)

HIS CLOTH – PM Modi spent Rs 70 crore on clothes, more than AAP's ad budget, says Arvind Kejriwal after 'googling'.[4]  Browse him in the google, You may get different dress codes, styles, and plenty of fashions.

HIS SALARY - PM's  salary is 1.6 lakhs per month while Average Indian Salary is “Rs 18117” per month. Who is really poor?

You can answer any one as your favorite, you have individual freedom to do so.
But, I propose that through words any powerful leader can draw  attention of the people. Only when people apply those words into actions, then they will become GREAT.

Still...

Isolated incidences are not enough to make a full term conclusion
But, some consistent happenings may reveal who a person really is.
Transparency is a factor to love someone as dear.
wait, let us observe more.
walk to the truth, which comes late.
